And understanding the new aged care rules from 1 November 2025 is critical for many.<\/p>\n<p data-start=\"493\" data-end=\"540\">For many people, one of the first questions is:\u00a0\u201cHow will we pay for the room?\u201d<\/p>\n<p data-start=\"575\" data-end=\"633\">The answer is no longer as straightforward as it once was.<\/p>\n<h2 data-section-id=\"1mgohe2\" data-start=\"635\" data-end=\"679\">Why Aged Care Rooms Became More Expensive<\/h2>\n<p data-start=\"681\" data-end=\"855\">Throughout 2025, aged care room prices increased significantly, with average rises of around 12% nationally \u2014 often adding approximately $60,000 to the cost of entering care.<\/p>\n<p data-start=\"857\" data-end=\"885\">This increase was driven by:<\/p>\n<ul data-start=\"887\" data-end=\"1136\">\n<li data-section-id=\"5pu48f\" data-start=\"887\" data-end=\"923\">Higher accommodation approval caps<\/li>\n<li data-section-id=\"1ut1quh\" data-start=\"924\" data-end=\"964\">Rising property and construction costs<\/li>\n<li data-section-id=\"333d7\" data-start=\"965\" data-end=\"1024\">Increases in the Maximum Permissible Interest Rate (MPIR)<\/li>\n<li data-section-id=\"iyk3yo\" data-start=\"1025\" data-end=\"1084\">New rules around Refundable Accommodation Deposits (RADs)<\/li>\n<li data-section-id=\"wq1ygd\" data-start=\"1085\" data-end=\"1136\">Indexation of Daily Accommodation Payments (DAPs)<\/li>\n<\/ul>\n<p data-start=\"1138\" data-end=\"1244\">For families, this means entering care now requires much more careful financial planning than ever before.<\/p>\n<h2 data-section-id=\"flrjk8\" data-start=\"1246\" data-end=\"1276\">Understanding RADs and DAPs<\/h2>\n<p data-start=\"1278\" data-end=\"1397\">When entering residential aged care, residents are generally asked to pay for their accommodation in one of three ways:<\/p>\n<ul data-start=\"1399\" data-end=\"1554\">\n<li data-section-id=\"11f1ida\" data-start=\"1399\" data-end=\"1459\">A lump sum called a Refundable Accommodation Deposit (RAD)<\/li>\n<li data-section-id=\"b6ncp3\" data-start=\"1460\" data-end=\"1527\">A daily rental payment called a Daily Accommodation Payment (DAP)<\/li>\n<li data-section-id=\"1p6ochh\" data-start=\"1528\" data-end=\"1554\">Or a combination of both<\/li>\n<\/ul>\n<p data-start=\"1556\" data-end=\"1717\">Historically, many families preferred paying a RAD if they had available assets, because the RAD was fully refundable when the resident left care or passed away.<\/p>\n<p data-start=\"1719\" data-end=\"1740\">That has now changed.<\/p>\n<h2 data-section-id=\"3nu247\" data-start=\"1742\" data-end=\"1779\">The Return of Retention Deductions<\/h2>\n<p data-start=\"1781\" data-end=\"1886\">One of the biggest changes introduced from 1 November 2025 is the return of retention deductions on RADs.<\/p>\n<p data-start=\"1888\" data-end=\"1977\">Under the new rules, aged care providers can retain up to 10% of the RAD over five years.<\/p>\n<p data-start=\"1979\" data-end=\"2071\">This effectively means part of the RAD is now consumed over time rather than fully refunded.<\/p>\n<p data-start=\"2073\" data-end=\"2085\">For example:<\/p>\n<ul data-start=\"2087\" data-end=\"2276\">\n<li data-section-id=\"1eae114\" data-start=\"2087\" data-end=\"2164\">A RAD of $800,000 could potentially reduce by up to $80,000 over five years<\/li>\n<li data-section-id=\"1wcbhv1\" data-start=\"2165\" data-end=\"2205\">The deduction is capped at 2% per year<\/li>\n<li data-section-id=\"1m1x1ye\" data-start=\"2206\" data-end=\"2276\">This impacts both estate planning outcomes and overall affordability<\/li>\n<\/ul>\n<p data-start=\"2278\" data-end=\"2358\">This is a major shift in how families should think about accommodation payments.<\/p>\n<p data-start=\"2360\" data-end=\"2393\">The decision is no longer simply:<\/p>\n<p data-start=\"2395\" data-end=\"2439\">\u201cShould we invest the money or pay the RAD?\u201d<\/p>\n<p data-start=\"2441\" data-end=\"2511\">Now there is also a direct cost associated with paying the RAD itself.<\/p>\n<h2 data-section-id=\"17xxr3q\" data-start=\"2513\" data-end=\"2553\">DAPs Now Carry Greater Long-Term Risk<\/h2>\n<p data-start=\"2555\" data-end=\"2615\">Families choosing to pay via a DAP also face new challenges.<\/p>\n<p data-start=\"2617\" data-end=\"2709\">DAPs are now indexed every six months for new residents entering care after 1 November 2025.<\/p>\n<p data-start=\"2711\" data-end=\"2762\">This creates an escalating cashflow risk over time.<\/p>\n<p data-start=\"2764\" data-end=\"2914\">While a DAP may initially appear manageable, ongoing increases can significantly affect affordability for residents who remain in care for many years.<\/p>\n<p data-start=\"2916\" data-end=\"2981\">This makes long-term cashflow modelling more important than ever.<\/p>\n<h2 data-section-id=\"bn2jei\" data-start=\"2983\" data-end=\"3047\">The \u201cDAP from RAD\u201d Strategy Still Works \u2014 But Needs Reviewing<\/h2>\n<p data-start=\"3049\" data-end=\"3159\">A commonly used strategy is to pay part of the RAD and retain some funds to gradually cover ongoing DAP costs.<\/p>\n<p data-start=\"3161\" data-end=\"3189\">This can still be effective.<\/p>\n<p data-start=\"3191\" data-end=\"3277\">However, the assumptions behind this strategy now need far more careful review due to:<\/p>\n<ul data-start=\"3279\" data-end=\"3442\">\n<li data-section-id=\"o3xtgv\" data-start=\"3279\" data-end=\"3322\">Retention deductions reducing RAD refunds<\/li>\n<li data-section-id=\"17e4g9a\" data-start=\"3323\" data-end=\"3356\">Indexed DAP increases over time<\/li>\n<li data-section-id=\"tzb3t2\" data-start=\"3357\" data-end=\"3397\">Changing investment return assumptions<\/li>\n<li data-section-id=\"qwwnvc\" data-start=\"3398\" data-end=\"3442\">Different expected lengths of stay in care<\/li>\n<\/ul>\n<p data-start=\"3444\" data-end=\"3494\">There is no longer a \u201cone size fits all\u201d approach.<\/p>\n<h2 data-section-id=\"1ozs69r\" data-start=\"3496\" data-end=\"3538\">Existing Residents Are Mostly Protected<\/h2>\n<p data-start=\"3540\" data-end=\"3644\">Residents who entered aged care before 1 November 2025 are generally protected under the previous rules.<\/p>\n<p data-start=\"3646\" data-end=\"3689\">This means they are usually not subject to:<\/p>\n<ul data-start=\"3691\" data-end=\"3730\">\n<li data-section-id=\"1l5qlb4\" data-start=\"3691\" data-end=\"3713\">Retention deductions<\/li>\n<li data-section-id=\"1q5yxi6\" data-start=\"3714\" data-end=\"3730\">DAP indexation<\/li>\n<\/ul>\n<p data-start=\"3732\" data-end=\"3769\">However, there is an important catch.<\/p>\n<p data-start=\"3771\" data-end=\"3904\">If an existing resident later decides to move to another aged care provider, they may be required to move onto the new fee structure.<\/p>\n<p data-start=\"3906\" data-end=\"4050\">This can create unintended financial consequences for families simply trying to relocate closer to loved ones or access different care services.<\/p>\n<h2 data-section-id=\"1kzm68y\" data-start=\"4052\" data-end=\"4093\">A Positive Change: More Time to Decide<\/h2>\n<p data-start=\"4095\" data-end=\"4198\">One welcome improvement is the removal of the old 28-day deadline for choosing between a RAD and a DAP.<\/p>\n<p data-start=\"4200\" data-end=\"4313\">Previously, families often felt pressured into making quick financial decisions during an already stressful time.<\/p>\n<p data-start=\"4315\" data-end=\"4418\">Now, residents only need to confirm their intention to pay a RAD when they are actually ready to do so.<\/p>\n<p data-start=\"4420\" data-end=\"4497\">This gives families more breathing room and allows better strategic planning.<\/p>\n<p data-start=\"4499\" data-end=\"4511\">For example:<\/p>\n<ul data-start=\"4513\" data-end=\"4699\">\n<li data-section-id=\"layrnn\" data-start=\"4513\" data-end=\"4553\">A resident may initially pay via a DAP<\/li>\n<li data-section-id=\"niohji\" data-start=\"4554\" data-end=\"4601\">The family home can then be prepared and sold<\/li>\n<li data-section-id=\"1ohaqbs\" data-start=\"4602\" data-end=\"4645\">Investments can be restructured carefully<\/li>\n<li data-section-id=\"182pxhs\" data-start=\"4646\" data-end=\"4699\">A RAD can later be paid once funds become available<\/li>\n<\/ul>\n<p data-start=\"4701\" data-end=\"4797\">Importantly, the timing now sits more firmly in the client\u2019s control rather than the provider\u2019s.<\/p>\n<h2 data-section-id=\"1rivoxl\" data-start=\"4799\" data-end=\"4855\">One Critical Issue: Do Not Delay the Means Assessment<\/h2>\n<p data-start=\"4857\" data-end=\"4919\">A late legislative change introduced another practical hurdle.<\/p>\n<p data-start=\"4921\" data-end=\"5037\">Clients must now have their Means Tested Assessment (MTA) completed by Services Australia before they can pay a RAD.<\/p>\n<p data-start=\"5039\" data-end=\"5136\">This creates the risk of administrative delays causing families to pay DAPs longer than expected.<\/p>\n<p data-start=\"5138\" data-end=\"5159\">Our
