Introduction of the New Aged Care Act

The Australian Government has enacted a new Aged Care Act, replacing the Aged Care Act 1997 and related legislation. This updated Act focuses on placing the rights and needs of older Australians at the forefront of the aged care system. Key features include:

  • Rights-Based Approach: Emphasizing the entitlements of older individuals seeking and accessing aged care services.
  • Streamlined Access: Establishing a single-entry point with clear eligibility criteria and a fair, culturally safe assessment framework.
  • Enhanced Provider Accountability: Implementing a new regulatory model to ensure high-quality service delivery and strengthened oversight by the aged care regulator.

These measures aim to improve service delivery in homes, community settings, and residential aged care facilities.

Launch of the Support at Home Program

From 1 July 2025, the Support at Home program will replace the existing Home Care Packages Program and Short-Term Restorative Care Program. This initiative is designed to help older Australians maintain their independence at home for longer. Notable aspects of the program include:

  • Tailored Support: Offering eight levels of funding, with packages up to approximately $78,000 per year, to meet individual needs.
  • Home Modifications: Providing support for necessary adjustments to living environments to enhance safety and accessibility.
  • Assistive Technology Access: Facilitating quick access to essential equipment through a new loan scheme.

The program also emphasizes faster access to services and a more personalized approach to care.

Reforms in Residential Aged Care

The reforms introduce significant changes to residential aged care, focusing on funding stability, quality improvement, and stronger protections for residents. Key changes include:

  • Means-Tested Contributions: New entrants from 1 July 2025 will be subject to a means-tested services contribution, with clinical care fully subsidized by the government.
  • Updated Accommodation Pricing: The maximum room price cap will increase from $550,000 to $750,000, indexed over time, to reflect current market conditions.
  • Retention Fee Introduction: A retention fee of 2% per year, up to a maximum of 10%, will be applied to Refundable Accommodation Deposits (RADs).

Existing residents as of 30 June 2025 will maintain their current financial arrangements under the government’s ‘no worse off’ principle.

Ensuring a Smooth Transition

The government has committed to a ‘no worse off’ principle, ensuring that individuals currently receiving aged care services will not face increased costs due to these reforms. Transitional arrangements are in place to maintain continuity of care and financial stability for existing clients.
